EN71 vs ASTM F963 vs GSO/SASO: Which Toy Safety Standard Does Your Market Need?

A toy can be fully compliant in one market and stopped at the border in another. Safety standards are territorial: they follow the country where the toy is sold, not the country where it was made. Before you approve a sample or place a deposit, you need to know which framework your destination market runs on, because it determines the materials, the design, the labelling and the paperwork that travels with the shipment.

The Standard Follows the Market, Not the Factory

Chinese factories can build to any of these standards, and good ones build to several. What they cannot do is guess which one you need. An importer who simply asks for a certificate often receives a test report for a different market, a different model or an expired scope, and only discovers the problem when customs asks for the file.

EN71: The European Framework

EN71 is a series of harmonised European standards that supports the EU Toy Safety Directive 2009/48/EC. Compliance with the Directive is what allows the CE marking to be applied, and EN71 is the practical route to demonstrating it. The series is split into parts, and the ones that matter for most toy programmes are these.

  • EN71-1, mechanical and physical properties: small parts and choking hazards, sharp points and edges, cords and elastics, drop and torque and tension tests, projectile energy.
  • EN71-2, flammability: how quickly materials burn, with stricter treatment of fabrics, hair, beards and dressing-up items.
  • EN71-3, migration of certain elements: how much lead, cadmium, chromium, barium and other elements can migrate out of the material a child touches or mouths.
  • EN71-9, 10 and 11, organic chemical compounds: applied where relevant to the product, alongside separate EU chemical rules on phthalates and restricted substances.

Great Britain runs a parallel regime with UKCA marking and technically equivalent requirements, so a shipment split between the EU and the UK needs both files considered.

ASTM F963: The North American Standard

ASTM F963 is the consumer safety specification for toys in the United States. Unlike a voluntary industry standard, it is enforced as a mandatory rule, and it sits inside a wider framework created by the Consumer Product Safety Improvement Act.

  • Scope of testing: mechanical and physical hazards, flammability of solids, heavy element migration in surface coatings and substrates, plus specific clauses for magnets, batteries, sound levels and ride-on stability.
  • Third-party testing: children's products must be tested by a laboratory accepted by the Consumer Product Safety Commission, not by the factory's internal lab.
  • Children's Product Certificate: the importer issues this certificate based on those test results, and it must accompany the shipment. Tracking labels on the product and packaging are also required.

GSO and SASO: The Gulf Route

The Gulf states work through the GCC Standardization Organization. The Gulf technical regulation for toys draws heavily on the same test methods used in EN71, so a solid European test report is a strong starting point, but the certification and border process is entirely different.

  • Gulf conformity marking: toys placed on the GCC market carry the G mark, supported by a technical file and a certificate issued by a notified body.
  • SABER for Saudi Arabia: SASO requirements are executed through the SABER platform. A product certificate of conformity is issued for the model, then a shipment certificate of conformity is issued for each consignment, and clearance depends on both being valid.
  • Arabic labelling: Gulf markets expect age grading, warnings, importer details and country of origin in Arabic, and missing labels stop cargo as reliably as a failed test.

What the Tests Actually Cover

Whichever framework applies, laboratory work falls into the same broad families.

  1. Mechanical and physical: can a part come off, be swallowed, cut, trap a finger or fail under a child's weight and force.
  2. Flammability: how the material behaves when exposed to a flame and how fast a flame front travels.
  3. Chemical migration: what leaches out of paint, plastic, textile or filling when a child mouths, licks or handles it.
  4. Electrical and battery safety: for powered toys, covering enclosure of cells, temperature rise, charging and access to button batteries.

Which Standard Does Your Market Need?

  • European Union: Toy Safety Directive compliance evidenced through EN71, CE marking, an EU declaration of conformity and a technical file kept available.
  • United States and Canada: ASTM F963 with third-party testing and a Children's Product Certificate for the United States, and the Canadian toy regulations for Canada.
  • Saudi Arabia: GSO requirements executed through SABER, with a product certificate and a shipment certificate for every consignment.
  • Other GCC states: GSO-based requirements with the G mark and national registration procedures that differ from one member state to another.
  • Latin America, Africa and Asia: many markets recognise EN71 or ASTM reports, sometimes with a local certification or pre-shipment verification programme layered on top.

The Documents Customs Will Ask For

  1. A test report from an accredited laboratory, naming your exact model and the standard version applied.
  2. A declaration or certificate of conformity issued by the responsible party for that market.
  3. Commercial invoice and packing list consistent with the declared model and HS code.
  4. Certificate of origin, legalised where your market requires it.
  5. Photographs of the product, packaging and labelling, which many schemes now request as part of the certification file.

Practical Rules for Importers

  • Tell the factory your destination market before development starts, not after the sample is approved.
  • Check that the report covers your model number and current standard version, and read the scope line rather than the cover page.
  • Keep age grading consistent across the product, the packaging and the test report, because a mismatch invites a border question.
  • Re-test after any material, supplier or component change, even when the design looks identical.
