Toy factories in China are not scattered evenly. They sit in specialised industrial clusters: Chenghai, a district of Shantou in Guangdong, is the largest plastic toy cluster in the world; Dongguan and Shenzhen handle electronic and higher-specification toys; Yunhe in Zhejiang province is the wooden toy centre; Yangzhou in Jiangsu is the plush and stuffed toy hub; and Ningbo and Yiwu function more as export and distribution centres than as manufacturing bases. Choosing the right city solves half the problem, because a factory surrounded by mould shops, paint suppliers and packaging printers produces faster and cheaper than an isolated one.
Which cluster suits which product?
| Cluster | Specialisation | Right for you if | Watch out for |
|---|---|---|---|
| Chenghai / Shantou | Plastic toys, RC cars, building sets | You want enormous variety and a complete supply chain | Many small workshops; screening matters |
| Dongguan | Electronic and educational toys, tighter specs | Your item has circuits, batteries or sound | Higher minimum order quantities |
| Shenzhen | Electronics, embedded software, smart and drone toys | You need fast engineering iteration | Higher operating costs in the area |
| Yunhe, Zhejiang | Wooden and Montessori-style toys | Your market prefers natural wood | Timber seasonality and drying lead times |
| Yangzhou, Jiangsu | Plush and stuffed toys | You want custom or licensed soft toys | Filling materials and safety requirements |
| Ningbo / Yiwu | Export, distribution, wide assortment | You want many SKUs at moderate volume | Most sellers distribute rather than manufacture |
Why is Chenghai the centre of gravity?
Chenghai turned itself into the capital of plastic toys over several decades. Thousands of factories and workshops sit within a small radius, surrounded by mould makers, spray-painting shops, packaging printers and testing services. That density is why it is fast: changing a mould or a colour can take days rather than weeks. The same density is the risk. Alongside serious exporters are many small workshops with no quality system and little experience of EN 71, ASTM F963 or Gulf GSO/SASO requirements. A buyer who lands in Chenghai without a filter simply meets whoever answers the phone.
What is the difference between Dongguan and Shenzhen?
Dongguan is a manufacturing city in the classic sense: large plants that have produced for international brands, with deep experience of electronic and educational toys and demanding specifications. Shenzhen is closer to an engineering hub: circuit design, embedded firmware, rapid prototyping and smart products. If your toy is electronic but straightforward to build, Dongguan usually fits better; if it needs technical development, Shenzhen does. Both sit close to Yantian, which simplifies booking and drayage.
What are the four routes to reach a factory?
- Online platforms. The fastest start and the widest list, but they do not separate factories from traders. Real cost in time: weeks of messaging and filtering, with a large share of conversations leading nowhere.
- Trade fairs. The Canton Fair in Guangzhou and specialised toy fairs let you meet suppliers face to face and handle samples. Real cost in time: travel plus full days on the floor, and fixed seasons that will not wait for your schedule.
- Visiting the cluster. The most accurate method: you walk the line, see the stock and the workforce. Real cost in time: one to two weeks minimum, plus an interpreter and appointments arranged in advance, because an unprepared visit ends in showrooms rather than production halls.
- A sourcing agent based in China. Compresses screening, visits and negotiation into someone else's working week. Real cost in time to you: hours rather than weeks, provided the agent has a genuine factory network and a verifiable record.
How do you verify a factory once you find it?
- Check the business licence and confirm that manufacturing is in the registered scope.
- Ask how many lines they run, their monthly capacity and which export markets they already serve.
- Request recent test reports for the exact model, not a similar one.
- Ask for photographs or video of the line running, or commission a third-party audit.
- Fix an AQL inspection before shipment and put FOB or CIF terms in writing.
Why working with The China Toys saves months of searching
We have worked from Guangzhou for more than 15 years and have already done the screening trips through Chenghai, Dongguan, Yunhe, Yangzhou and Ningbo. The vetted factory network we work with covers more than 500 factories, serving importers in over 40 countries and moving more than 500 containers a year. Send your specification and within a few hours or days you receive offers from the best factories in the cluster that actually matches your product. We negotiate in Chinese, secure quantities that fit your needs, set clear contract terms that protect you from surprises, let you pay only a deposit, inspect before the balance, and consolidate goods from factories in different cities into a single shipment with sea or air freight and customs clearance.

Frequently asked questions
Which city is the biggest toy manufacturing hub in China?
Chenghai, a district of Shantou in Guangdong province, is the largest plastic toy cluster. It is surrounded by mould makers, painting shops and packaging suppliers, which is why product changes and production runs move faster there than anywhere else.
Where are wooden toy factories located?
Yunhe in Zhejiang province is the reference cluster for wooden and Montessori-style toys, with a full local supply chain from timber processing to child-safe finishes and packaging.
Do I have to travel to China to find a factory?
A visit is the most accurate way to verify, but not the only one. A third-party audit or a partner based in China who visits on your behalf and pulls samples from the actual production batch achieves the same result without the trip.
Is Yiwu a good place to buy toys?
Yiwu is excellent for wide assortment at moderate volume, but most sellers there are distributors rather than manufacturers. For custom production or tight quality control, go to the manufacturing cluster directly.
